What are you talking about? Kat and Fiora was winning more games in higher ranks than in lower ranks. Kat had a 54% or so winrate in plat/diamond and also had a high pick rate before all her nerfs and Fiora is still sitting at 53%. If a champion is too good in soloq, it gets nerfed, if a champion is being used by the pros even if it loses in soloq it gets nerfed, if a champion is obnoxious it gets nerfed. Riot doesn't only balance around higher ranks or pros anyways. Some champions do get nerfed for being too frustrating.
