HP regen is one of the last problems tanks have. A lot can also effectively get lifesteal or spellvamp in ARAM.

This does not make it an actually good choice, though.
Adding new items that are move powerful just so tanks can heal even better would A; make tanks OP, and B; make AD even worse, because they would build it as well.

yes it have resistances. maybe read the item description. If you get hit by someone it puts in on cooldown

Not as impressive as Warmogs does.
Lifestealing on minions is a pain since your 4 other teammates would want to take the cs for themselves.
Lifestealing on champions is a lot harder since you're getting a higher chance of getting doved on.
You can't just say "both does the same job" if you're just gonna ignore the facts both has to contribute to.

Imagine you're playing Ashe & tries to lifesteal off from teamfights. Moving around to avoid skillshots & hooks is a lot harder than you think. Plus, it's not like you're playing her on 3k HP & takes all 5 man to burst you down.

Are you guaranteed a support in every ARAM game doe? Are you also guaranteed a support that's not going for the intended build & goes AP Alistar?
And protection kit =/= heal spams like Soraka, and Soraka & Sona's heal power were reduced significantly.

Primarily, the golden rule of being respectful to other Boards members is where the conflict lies here.
And to answer an earlier question of yours:

The rules are the same for everyone on the Boards. They are applied and enforced by the moderator team, and the only penalties or consequences anyone is privy to when a violation occurs are their own. Discussing other people's penalties does not happen.
