Zilean's ultimate can get lowered to 28 seconds

When you combine The Ultimate Hat/Transcendence/Cosmic Insight and only 2 CDR items, being Morellos and Lucidity Boots, you get a guardian's angel every 30 seconds.

I don't even have to go into detail to explain just why and how this isn't okay...but yeah. This? This is just... I don't even have words. You can actually bait out the zilean ult, press on the attack and push, then in only 30 seconds, it's already back up.

If you're in a teamfight that lasts a single minute, you can use your ultimate 3 times on a target or others. This means that theoretically you're not fighting a 5v5, you're fighting an 8v5.

I'm not gonna say it's broken or overpowered, but I'm just gonna let you guys decide if this is okay or not.

I don't think I've experienced a team fight that lasted a full minute. Maybe a team fight happened and then shortly after there is a duel nearby. But not a team fight going on for a minute, even when there is a Cho'Gath or Maokai on the enemy team.

Zilean main here, and even before the runes and masteries, you could get it down to a solid 30 seconds by the end of the game. I am a bit biased, as a main - but some simple counter-arguments:

It's potent, but its predictable and easy to play around. It is extremely rare that you can use it twice in a single teamfight, in my opinion. As someone who has a TON of mastery on Zilean, it's once every 20-30 games that I double ult in a single teamfight. I dont think increasing the cooldown would have much of an impact on him, either way, to be honest. Timing the cast to coincide with the targets death is whats critical to the ult usage.

It has other weaknesses as well, there is a huge delay before the target can re-enter the fight. You can set up traps and other potent CC effects ontop of the target when they come back.

Lastly, it is completely baitable, and if you avoid killing the target and let the ult expire, it essentially does nothing. This may seem difficult, but when I play with good mid-diamond players, my ults have to be timed to the milliseconds, or they will absolutely avoid killing my target, and switch, which could result in a wipe.

There are other ultimates that can get silly low and can be as game-changing if not more-so than Zilean, off the top of my head: Bard Lux MissFortune

Lux + Hat + 40% CDR + kill on ult = (50 - 20) * 0.85 / 2 = 12.75 seconds.

500 + 75% AP on a 12.75s cooldown if you kill a champ which you always will if you land one Q.

As much as I hate playing against Zilean, I will be one of the first to say that his ult is fine.

What his ult does need, however, is to have its mana cost changed to be 100 like every other. Still not sure why Riot skipped Zilean when they went through over those few patches years ago and normalized ult costs.

zilean had that high cost and wasn't viable, just take note that zilean has skillshots nade that can miss and no other form of damage besides his AA, if riot upped the mana cost again no one would play ziean which happened before.

Ultimate Hat does some great things for certain champs. It is help Karthus as we know but think of champs like Blitzcrank, I'm pretty sure at maxed out UH and 45% cdr level 3, you can have it at 8 seconds (I think).
