Does Tibbers no longer Stun?

I'm serious, feels like Tibbers when passive is up no longer stuns.

I'm not having any lag or anything. No one has QSS or Mercs. Yet no stun in some matches. And the passive wastes.

This occurs hit or miss, suddenly resurfaced, but after the MYMU makes me think either i didnt read the patch notes well or it is a bug XD.

It use to insta stun even when you flash with a ping of 10 it still got you, as after you flashed you still ended up stunned. Now it wont stun half the time. Which makes me think something is up, and i can't seem to find the info stating Tibbers no longer stuns.

So is Tibbers supposed to stun when passive is up?

Or did Riot intentionally make her clunky?

I'm glad you are saying this. I felt like there were a couple times when my tibbers didnt stun, but I was just thinking I slightly missed my target. Guess we'll need more input from others on this.

I've noticed this too and also felt like I was just not noticing it. If this is intended then it's an awful change and an undocumented one at that!

What is probably affecting you is the change to how Annie's W and R target enemies.

The old way, before 6.9, was that it would find the targets at the start of the cast time, then when the cast completed and the animation became visible, the spell would affect the enemies no matter where they were. This meant enemies who flashed or blinked or were on the edge of the cast and ran out in that brief period would still be stunned and take damage.

The new way, as of 6.9, is that it only selects targets on the completion of the cast, so there is a brief period (I think something like 1/4 of a second, too fast to react) where the enemy can flash or dash or otherwise leave the AoE and be unaffected by the spell upon completion.
