@Meddler, Are there any plans for buffing the "non-viable" runes?

I feel like there is huge amounts of wasted potential for most of the runes that nobody picks. A prime example is the energy runes and the mana regen runes. These could be buffed and maybe even picked over other popular runes. I know that spell vamp cannot be good due to 2 or 3 people that would abuse the hell out of it. We need more options regarding runes. Give us reasons to take utility over raw combat stats. Let us experiment with build paths. Buffing them could justify some of the ridiculous IP costs slapped onto some that are simply not worth investing in.

I was looking at Scaling Mana Regen runes and they just seem pathetic at level 18. You get like 1 extra mana per second which is very lacklustre. Taking utility runes sacrifices combat stats especially early game, so I don't see why many runes have been left in the dust for so long.

EDIT: Thanks for the down votes

My best guess is that they want to get rid of or shift the rune system entirely. I suspect that Chests/Keys are tied to this move. Runes will probably become drops from chests, sort of like packs of cards in Hearthstone.

They are going to scrap the whole system and have wanted to overhaul it for 3+ years. I am positive that they aren't going to take much more of a look at useless runes because they are busy working on the next system.
