I think Fiora's Q should only get a reduced cooldown if it hits a champion, not minions.

I'd rather push it one step further and give her a % (35?) for hitting a champion, and double that %(70?) for hitting a champion's vitals. Reward her for being skillful and using Q to hit vitals rather than using it to consistently chase for a damn long time.
OR: Give it an actual mana cost.
OR: Don't make it autoprioritize low hp targets and vitals anymore....currently you can aim it horizontally to an enemy champion and you still hit em.
I think she shouldn't get rewarded for ulting someone with 20% health instead of gutting her laning phase even further.
I don't want her to become a useless pick in soloQ ... but remain a contested pick in competitive because lane swaps.
Or even reach farther and increase its mana costs. Its ridicouless how long she stays above half mana whilst q´ing you, your minions and everything else for 10 minutes
Well good suggestion. However I would also suggest it gets reduced cooldown when it kills a unit as well, just so it doesn't become too weak, and she can farm with it.
Or we can let her how she is.
OR!!!! NOT EVEN GET A COOL DOWN REDUCTION AT ALL!!!. She gets a poke that gives her speed to run away, unless the vital takes 8 sec to spawn again then sure have the cool down reduction but when vital spawn so fast and let's not forget when she ult you then ya I really don't get why she even get's to have a cool down reduction when she lands anything at all..
Tanky/Damage crazy/assassin. Let's not forget when it's late game she does not give a crap about the damage she will just all in your adc/mid then it's GG, try to cc her well TO BAD W AND STUN YOU AND THE TEAM and slow/slow attack speed.

I remember when she first got reworked thinking something along the lines of "Man, once you get 40% cdr that's a dash with a sub 3 second cd." That's gonna be 'balanced'.
how about doubling its manacost unless it hits a champion and give it a 35% cdr if hit its a champion increased to 50% for hitting a vital
How about this. On minion kills or vital hits, she gets the full CDR reduction, but when just hitting a minion or enemy champ, she gets a reduced refund, something like 30-40%?
I actually played Fiora for the first time, even though I bought her a few months after the rework, and was extremely surprised about her Q costing so little mana. Being a dash, with an instant attack after that applies on-hits and has extreme scaling and base damage, you would think it would cost maybe 20 more mana per level. I think this is the fact that Fiora can trade so well early on, leading to her snowball and domination of a game with little effort.
