If Neither Team has a tank champion
...is it still last picks fault when you loose because they didn't pick a tank? (assuming that you are Top, Jungle, or Support)

If jgl/top/support is last pick and doesn't pick a tank (if needed) then yeah
yes cuz when you are last pick mid or adc and no one picked tank so far and your team comp looks like
top
jungle
support
mid and adc better be a tank and be peel and engage
If neither team has a tank, wouldn't that mean a fair fight? And any champ could build armor, MR and health to be semi-tanky
Top lane is questionable but support and jungle? Tank supports are very weak right now, their natural counter is mage and poke supports. Tank junglers however simply cant keep up with the clear speed of other meta junglers, so you lose jungle control pretty easy.
It doesnt really matter to me if neither team has tanks, but what does matter to me is when your jungler picks someone with no hard cc. then your top lane picks someone with no hard cc, then your mid lane picks someone with no hard cc, then your support picks someone with no hard cc. as an adc it feels so bad to get blown up every fight because noone at all can peel for you reliably.
I don't think it really matters what your team comp is until plat or diamond outside of hard counters. Just pick who you are comfortable with. I pretty much always pick a tank because that's what I'm most comfortable with so even if the team lacks damage I'm not changing my pick just to get stomped in lane.
It is everyone's fault if you lack something. You should use the time they give in lobby to discuss strategy but most people ignore champ select and pick who they want anyways.
Regardless of team comp, your team needs to focus on identifying and playing to your win conditions. Some are harder than others, but most of the time, they are still there.
