So after these Riven buffs...Will Quinn still be able to stomp her?

That was always a skill matchup. Riven already also had the advantage at six if you played properly.

her kit isn't changed so yes. you can even with heimer. Don't know why people think its an insane buff. Just lock her down, cc, exhaust or whatever and kill her. Quinn can stomp her early game since Riven can't engage without losing q,e. She won't have damage for you. And Quinns Q E are something i really hate to play against as Riven (there's something worse, Quinn with ignite)

stomp as in stomp under her boot like an insect?

Stomp as an insect under a boot. Then put in fire for gods to fist upon her soul. And pray to the ancient people for her not to come on lane again, because judgement moment shall come again. stomp

So if Riven's size was shrunk into a tiny insect size, would Quinn stomp her under her boot?

Yes. Every time you get irritated by a fly in your room, name it Riven and stomp it. Similar satisfaction .
