They've explicitly stated that they want to do some work on Shyvana to make her a juggernaut like they did for Garen, Darius, Mordekaiser, and Skarner. They said they wanted to work on Olaf as well.

AtheosisX2 votesShyvanna is a juggernaut. The speed boost doesn't negate it, and her ult having a little bit of mobility doesn't either. Stylistically she's pretty similar to Skarner honestly. She's a juggernaut. Another one would be cool though I guess, though I'm not really expecting a lot of new champs to be juggernauts in the future.

She's considerably squisher even if she does go some what tanky she's still gonna have 2-3 ad items where as garen/Darius/skarner will build maybe one ad item and go full tank. Also she's more than a "proximity threat" as riot describe them. She has quite high mobility and higher damage in comparison to the others. Oh and she was released before riot ever mentioned the juggernaut changes.
