Why do the next set of reworks look like they were pulled out of someone's anus?

Examples of amazing reworks that clearly show Riot cared/cares. Sion Fiora Gangplank

**Examples of reworks that Riot show Riot didn't give a damn. ** Cassiopeia Karma

Am I the only one noticing this?

In some reworks, they just do with the champion whatever they want and then give him some huge overbearing thing which doesnt matter at all but overshadows the downsides.

Cassiopeia But look, I can have much AP! Karma But you see, I have fancy MS buffs and snares! Mordekaiser I can have a dragon! Skarner Wow, some new unique pebbles lying around! Soraka Woot, 2 sec CD heal? Ambulance??? OMG! Veigar I can stack minions twice as fast!
