@Meddler a few quick questions on Kog changes

SO the PBE, altered Kog's ult, reducing the mana cost, upping the execution threshold, but significantly reducing the actual execution damage. What's the context here, since it looks like a technical nerf? Also the revised tool tip had one interesting bit...that it can critically hit, Does this crit mechanic interact with things like Infinity Edge?
