Built in Lethality

What if Riot nerfed the amount of Lethality gained by items, and added some mechanic that added a flat Lethality by level, rank, or some scaling mechanic, that put champions who are meant to utilize Lethality up to where they are meant to be.

So, as an extremely general example, ... items like item 3147 could offer 10 Lethality, instead of 15

Champions like Kha'Zix could gain a bonus 50% Lethality from items.

I don't honestly know if this would "balance" things, but I think this would make it so that champions who are not really meant to abuse Lethality could still use it, but to a lesser degree of effectiveness. Meanwhile, champions who need the stat can still gain the full intended effect, or various degrees of effectiveness based on the individual needs of the champion.

They could always just make lethality melee only, as there isn't very many ranged assassins and the eonly people abusing it are ADC's

The problem that I see with that is that there are ranged assassins, or at least ranged champions who can genuinely be played as assassins, and there could be more in the future.

Also, I don't see why Lethality shouldn't be available to ADCs since it is essentially a form of armor penetration, which is inherently less effective on ADCs, .. but in it's current state it is effective because it has to be effective on assassins.

If it were balanced with the intention that anyone could pick it up and use it, without making them OP, but assassins are still able to use it to it's full extent, it could be fine.

I am okay with Marksman using Lethality as long as there is a tradeoff for it. Ideally, it should be to where they do less damage to everyone but squishies. Varus is a good example of this. His Lethality build doesn't do shit to tanky champs. And Some champs like Jhin, Vayne or Twitch shoudl realistically becable to go for a lethality build at the cost of late game power.

The problem is a combination of Lehtlaity being a bit over tuned and us being in a early game meta.

In my experience, once games reach the 40+ minute arch, Non Assassin Lethality builds start to fall off. ADCs do far more damage all around and consistent damage with crit and such mid to late than with lethality, and champs like Jayce who already fall of mid to late fall off even harder.
