's passive AS does not work on Garens E, as in it does not give it more Spin procs.
Currently Garens E only gains spin procs off of Base AS, AS per lvl, and AS from items. This is directly form Leagues site info regarding Garen, and its how it has worked since the cahgne "Attack speed from items and levels increases the number of strikes"
Well is an item. And Garen E doesn't gain any benefit from it.
Why?
It's not a bug. Riot was smart enough to code Garen's e so that temporary attack speed buffs (see Lethal Tempo and Guinsoo's) wouldn't give him more spins.
this is rules lawyery beyond belief.
riot: "garen can only use attack speed bonuses from items, and no attack speed from runes" garen mains: "so rageblade and sanguine blade work?" riot: "sorry, we meant only permanent attack speed bonuses from items"
either make all items work on him, and all runes not.
or make all fixed attack speed bonuses work on him and all temporary attack speed bonuses not.
why does the 10% attack speed shard and legend alacricy not work? especially the attack speed shard would help to reach some break points for extra spins with items that give 50% attack speed or 30% attack speed.
cuz bug maybe? report in bugs?
To clarify: Garen's E only scales with permanent attack speed from items. Guinsoo, Sanguine Blade don't work. This is intended. Whether you agree with it is another matter, but I think this is a case where we can all be glad it works the way it does. I've already had enough of max attack speed Kled on one item. I don't need 20 spin Garen.
I think it’s largely because 173% attack speed with 2 items 
that also coincidentally give AD and penetration might be a LIIIIIIITTLE spooky, though I understand why you are miffed at the double standard. On top of lethal tempo it would be quite absurd.
It’s noteworthy that bloodrazor botrk guinsoo’s sanguine black cleaver is also ridiculous.
No just no garen has enough going for him as it is.
