Junglers without mobility are picking ignite over flash now. Ignite is in a fine spot. League of Legends is at it's peak when top, jungle, mid and support are fielding ignite.

A good yi never takes ignite because he get kited way to hard. Never seen gragas take this. Or shyv or eve or rammus as well.. like every other champ you said here. Only in iron or bronze. So does kayn and kindred and nid and noct and reksai and sej and vi and voli and ww.. are you in iron? Really...

Ignite is taken because it has solo carry potential. In solo queue ignite is almost always going to be the dominant pick unless summoner 7 summoner 12 summoner 3 summoner 21 are overpowered. We had TP meta top lane because TP was so good for so long but before that it was ignite meta top lane. Season 3 vet here so I'm not lying. I am speaking from experience.
