He needs a rework.
A rework where Pink Ward comes in giving tips about how Shaco should be made because the issue is his kit is very unhealthy for the game. His players and the enemies face a lot of losses playing with and against this champion.

fear, invisibility , stupid low cooldown

it dones't MATTER how much you change his kit.. it can not but be toxic.
he should never have existed in the first place, not in a PvP game. the problem is riot cant just outright delete him, and they cant move him away from being toxic because that's his entire lore and kit.. so what do you do? well right now.. shaco is balanced.. he may feel like shit to play.. but he is also shit to face. if they made him stronger maybe he would be more fun to play idk but he would be broken.. and he doesn't need to be much weaker. (i would say not at all, but the removal of trackers knife is a pretty big buff to him).
shaco really ca't be fixed. he is always going to be toxic to face. and no amount of rework can change that. and frankly if the shako mains dont have fun playing him, welcome to how everyone else feels facing a shaco or having on on your team.
its just a horrid design all around.. should never have been created in the first place.
