yeah why not make it scale with ad/attack speed/ crit so she can one shot people with it, this would be a great idea!
So that she can be useful on URF.
Most kits, including ashes, including AP scaling somewhere so that it doesn't feel like 'wasted' stats when you get AP from stuff like baron buff, and also opens up the possibility of more diverse builds (e.g. triforce when it gave AP still, or rageblade, or whatever other items that happen give AP [now or in the future] that might situationally be attractive).
Because back in the day when league came out there was no meta of any sorts and nothing specific. Mostly on the original 40 champions notable, they have a Skill that just seems out of place or has a scaling that seems bull, like ap on ashe's ultimate.
But it still synergized with her kit well, so riot kept the scaling, but instead redesigned the Skill to fit her thematic.
The Problem was, this "all 4 spells scale with one another" Thing didnt exist back when league was freshly created.

well maybe cuz they know you wont build AP on ashe and the ult is meant to be used for the CC of it and not for the burst/damage of it. and that is why it got nerfed on the base damage of it as well.
It was actually stupid from day 1 because they never gave her other AP scaling even in early beta. Volley always scaled off AD. So AP Ashe was never good unlike AP Trist, AP Yi, AP Alistar, AP Sion... basically every other champ could use AP somehow but with Ashe it just wasn't a realistic option.
At the same time it never mattered because her ult has high base damage so it doesn't need scaling. If they reworked it to have scaling they would lower the base damage and it would end up pretty much the same so there's no real reason to.
