It would allow him to set up plays where he Fears a target into a Rupture he's set up, making his kit just a little bit less binary than it already is.
Riot has already made a habit of removing silences from kits.
Besides, it's not like Cho'gath is currently overpowered with his 49.3% win rate.
chogath wants to be on top of people so he can feast them, so it would be counterproductive.

Im pretty sure an AOE that big shouldn't be a fear, but it would only make sense. It silences you because you're supposed to be in shock, thematically.
He has “terror” in the name but has no % max hp true damage smh
It’s already bad enough they gave his E a slow to make it super easy to land his Q.
Giving him a fear and making his Q 100% reliable while being feared is a horrible idea.
