Why doesn't Elise's 
spider form shoot spider webs? Like, she could drop a web just before she repels up, or maybe while repelling she can still basic attack in the repel area for no damage but slow the areas around her targets before she has to come down.

When elise was being developed, her rappel dropped webs on any target in her range which applies a stun. That mechanic didn't go through because elise was being rushed to be release so they can work on other champs, so they moved on from the mechanic entirely (just think if that actually went through... release elise was already ridiculous.)
