Is riot ever going to revive the Hydrosoul?

I was watching this video from Jeremy "Gaming Curious" about a dropped champ called the Hydrosoul. It was basically dropped because of technical issues.

Could this champ be brought back? I mean we've got Nami. Is the midlaner water mage in the future since riot's tech has gotten better?

We do lack an offensive water mage.

That's what I was thinking. If the reason he didn't get finished was riot didn't have the tech back then but does now, maybe he needs a second look as I don't think riot wants to rebalance nami to be a mid.

I'm fine without Morphling, tbh.
