Also their are things like kill lanes bot that are off meta. Stuff like xin panth bot or j4 yasou bot etc.

Well, technically speaking the "meta" is adc with support in bot lane so if you don't do that then wouldn't that be appropriately called off meta?

Or are we talking like the smaller version of the "meta" i.e. lucian is the meta adc right now and jinx is off meta?

Or are we going further and talking about off meta like kennen or tf adc?

I feel like an adc simply gives the best chance of winning so taking anything else in ranked would be stupid but in norms? You should see some of the stupid comps me and my friends have done that work. 5 supports, 5 tanks with zzrot and banners, 5 mid etc. So much stupid shit works because people aren't prepared for it.

I will reiterate that having and adc is meta because it is the most optimal way to play the game (barring individual champions and skill levels) to get the highest win rate. That doesn't mean its the only way to win but again, you should always have an adc on your team in ranked.

Nothing necessarily means you will lose, its just noncompetitive.

Just because you can win something doesn't mean that it "works" or its viable

I won a game as Katarina support with Yi ADC, anything is possible

If there is an ADC playing top, mid and/or jungle, you don't necessarily need another one bottom lane.
