Issue with Veigar and Zilean during laning

The current issue with Zilean and Veigar, is that their laning is focused around a single ability. This doesn't really make a coherent hit. During roams, ganks, teamfights and similar Zilean have a full kit, but before level 6, he ONLY have his bombs. ALL his power is in his bombs, during trades it's his only ability. His W is simply a tool to get off another bomb, and with that his engage/disengage stun. Zilean's Q is overall quite buggy and clunky but that is another issue.

The issue is similar with Veigar. During laning his E is close to useless, same with his W. They are close to useless during trades. You might get off a well placed W, if opponent is reacting badly, but overall ALL Veigars laning is about his Q. It's for trading AND farming.

To solve the issue with their laning is to give them more tools to deal damage. Give Zilean a damaging passive instead of his current one, something like 10sec CD auto-based damage boost that scales with levels and AP, and that it is possible to rewind it with his W. This way his trading is not ONLY about his Q. As Riot would call it, he would get more balance levers. He would be much more playable during lane then.

For Veigar by making his W faster probably would make his trading possible. His current E is fine as it is, but his W relies on it to hit too much. If Veigar could use both Q and W properly during trades he wouldn't be as one dimensional and flat in laning.

Overall by giving them MORE tools to use for trades, both their laning would be much better, and both characters would be more fun to play.

As it is... the E is NOT fine... because.. it is his only defense against assassins like LB and Katarina and Talon.... but as it is now... Veigar will likely die before his E even comes out of the ground

Now that Zil's W doesn't affect his ult, its only real purpose is to double-bomb. Usually, you won't need to haste two allies or slow two enemies (it's possible, of course, but in 95% of scenarios, you only need to save one ally or your whole team is there). Why not just give him 2 charges on his Q and replace his W with something actually useful? It's incredibly lackluster now.

Making W faster sounds like a good compensation for the delayed E.
