1v1 Map for custom games

Riot could you bring back so we can create games on howling abyss, while still allowing people to back, and/or disable the health relics, and starting at level 1?

If you play on howling abyss currently, you start on level 3, which means a few of the more annoying duelists doesn't have a weak spot (fizz, riven, zed), as they need level 2-3 before they can start doing all-ins. There is TONS of health relics, and you can't back to buy. All of this is quite frustrating when you just want to 1v1.

If you play on summoners rift, the other lanes is annoying because towers and eventually inhibs will fall, causing weird gains in gold for teams, and pressure to lose game if you don't clear side-lanes. There is also the whole jungle, and doublebuff severely skews some match-ups, and sometimes you don't want the buffs on anyone.

1v1 is a great way to practice lane mechanics, last hitting, harassing and all-inning, and while it's not super popular for everyone, it's a great way to practice the game. Could we please get a proper 1v1 map, with no rules that interfere with it?
