That's entirely subjective. It's not about "coolness factor" it's about showing off that you are good at the champion. People spend 40$ for accounts with championship riven but apparently it's a terrible outdated skin same thing with black alistar and other "rare" shit.

Champ Riven isn't THAT out dated. I do think she has had many other far better skins since then but it is still a decent skin (that all of us will be able to have once Worlds comes around this year!)

Other "rare" skins though are a tad on the dated side though.

Well Black Ali did get a VU when Ali did, and at least made it a bit more decent.

All Ali skins looked weird as hell before XD

But yeah, there is nothing really special about most of the rare skins, they were just there I guess to make people feel like they have something others don't. It's like how I have Hextech Annie and Soulsteal Vayne, they are both about 975 quality skins but you have to either put a lot of money into Hextech Crafting or be very lucky to get them.
