Rejuvenation bead ?

I have a few questions and need opinions also.

Ok out of game in the item list it says this " + 50% base Health Regen" but in game it says something like " + 3hp per 5 secs" or something like that with the "50% " Quote.
But I'v seen in an earlier patch that riot removed the 3hp per 5 secs regen and I'm pretty sure it says it was removed if you look up the item on wiki so is it still in game or not ?

I'm asking cause I suck now since Riot removed the old flask and the option to have potions with the flask I can't sustain in lane anymore and need help. I'm a cs player who doesn't fight in lane unless its a Free trade but I get poked down so easily now.
