Kassadin rework?

Has been in a sort of rut lately, he doesn't have alot of favor of the players of the lower elo anymore due to his very unreliable early game. He gets a powerboost once he gets rod of ages but if he gets shutdown in lane its VERY hard to come back. I played him recently and have compiled a list of reasons to why he is weak and ways we could fix.

1. Near Useless E: Kass has a great E, it has a wide area of damage, does a good amount of it, and slows the enemy. The issue? You need 6 abilities to be casted near you in order to use it. This could be better if the E didn't use mana, had a longer slow, or pushes enemies away like Syndra's E. No, what you get is an ability that is close to useless in the laning phase and that you'll only get one shot with in a fight. Removing the cast portion of the ability would make this a strong ability overall.

2. Weak Q: Remember when Kass's Q had a long silence, well now the silence lasts .5 seconds. Kass's Q suffers from low base damage, high cooldowns, a nonexistent silence, and a weak shield. Fixes that could be made is strengthening the Q's base damage, extend the silence, and strengthen the sheilds or extend the time that their active to make the high cooldown of the ability worth it.

3. Low Base Damage Ult with low cast range: I can't remember if the ult ever scaled with the usage, but the ult as it is now does very little damage. However, the Ult has been nerfed MANY times to the point where its more of a riftcrawl then a riftwalk. This makes it very weak, it can be used to jump walls and such but jumping into teamfights has it various negatives that usually outweighs the positive. To fix this would be to extend the cast range of the Ult and possibly adding a new mechanic that does damage based on the mana cost. 50 cost cast = 50 damage, 100 cost = 100 damage, 200 = 200, 400 = 400, 800 = 800, and so on.

Hopefully yalll like my suggestions, i'm not saying is a bad champion, i'm just saying that he's fallen out of favor with the lower ELOs. These are just possible rewoerks to get him back in the game. Don't forget to post and be apart of the discussion.
