Why is asking for a report punishable?
So I noticed that apparently asking for someone to be reported because of AFK, bad behavior, etc. is apparently a punishable offense, why is that?

There is no difference between one and nine reports in a game.
Soliciting reports has no actual benefit and may be considered one form of harassing a player.
This. It's not rocket science.
Asking for reports at best serves no useful purpose, and at worst is harassment.
If someone is toxic and legitimately deserves a report, then you can report them after the game and it will be enough. Just one person reporting them will flag that game for review. If they are reported in enough of their games (even if just by one person each time), or if the reported game shows extreme toxicity, then they will be punished accordingly.
If someone is not toxic and doesn't deserve a report, e.g. they are just playing badly or having a bad game, then you are harassing them. You are basically saying "you are so terrible that you must be trolling, no one can be that bad." Asking for false reports is a punishable offence.
As for asking for reports in /all - the other team also have no context. They just see you asking for reports, which looks toxic. They are far more likely to report you for report-calling than they are to report the person that you asked them to report.
Honestly, it's something of a "boy who cried wolf" problem. I wouldn't really mind if people only asked for reports on people who legitimately deserved them, though of course It would be pointless. The problem is that the vast majority of people asking for reports are asking for false reports on undeserving victims as a form of verbal abuse. That kind of behaviour is not acceptable.
I will pretty much always report someone who asked for reports in my games (where I can't see any obvious griefing.) I just don't want to see that constant blame-game behaviour in my games (and let's face it, I see it in a huge percentage of my games.)
Random fact: A few years ago, there was a talk from Riot Lyte where he said that, surprisingly, the word most linked to toxic players wasn't any swearword or profanity, but was instead the word "report".
If, even despite all of my explanations, you still feel that you absolutely must ask for reports on someone, at least phrase it in a more interesting way than the classic boring "report <x> plz". For exmaple:
"My dear friends, I humbly request you to report this inbred malformity, who has a brain as slow as a bureaucrat on Friday (otherwise known as Lucian) to the proper authorities at the end of this struggle."

asking to report someone who tells me to kill myself is harassment?
I hate people like you.
It's pointless.
Report them yourself. Chances are, several other people are also going to, not that it matters.

Or riot could grow a pair and accept common sense.
Which means what, exactly?
What is "common sense" here?

The one thing Riot doesn't possess, whether it be their idea of balancing champs (trust me they aren't even trying to balance them properly), or when it comes to reports, plus they wouldn't remove the leaverbuster restriction on me because I dc'd when my power went out before, so.....

no it isn't. My butthurt top laner asked the other team to report me and they did because they asked. so they got MORE people to report me. now if he didn't ask them to he would not have gotten as much. not pointless at all. ofc me reporting him won't do anything so I didn't bother.
You DO understand reports are not weighted? They do not stack? It doesn't matter if it's one or 9 reports... One is all it takes to flag an account for the IFS to check for toxicity.
Because it is a negative interaction and does nothing positive, it's antagonizing. I suggest you review the punishment system actually. Then you'll see why it's absolutely worthless to ask for reports. You report. That's 100% of everything that needs to be done. 1 report = 9 reports = 100000000 reports in a game if it were possible. How does this belief that asking for reports does something still exist? Like I've been playing for ~2 years and it's always been this way...
The simplest scenario as to why report fishing is discouraged.
Say you are playing, then allchat pops up with this message:
"Report X Champion for flaming."
Then X replies in allchat with "Y flamed me, he called me ****. I didn't say anything report pls."
Keep in mind that you have no idea what really happened.
To prevent confusion and misguided reports, the person is encouraged to report themselves.
While I agree with the responses, it does straight credulity to think that a game with one report will be reviewed as throughly as a game with 9.
All reports do is flag the match for review. The system doesn't have different investigation strengths any more than your spell checker does (spell checking twice won't find anything new).
because riot thinks every single thing in the game is toxic
