This isn't actually a bad idea, I think. They could make it sorta like MasterYi e, so while its off cd you get a passive bonus and you can activate it for a bigger bonus. And then while it's on cd teemo wouldn't have access to the DoT. An interesting way to give him a better defined window of power.
