Is Lee a worse version of Gragas?

Gragas is my most played champ. I have mained him since ap Gragas. I have been playing Lee lately and he seems crappy. He will get deleted by champs like fizz, ekko, yasuo who can all dodge his q easily as well as many others. If you build dmg you get deleted, if you build tank you still get deleted and don't do as much burst.

I think part of my experience is shit teams today. A few matches went alright but most of them I had feeders that I couldn't really affect.
