Why do you HAVE to lock in Ranked...

I always forget that you have to lock in for whatever reason and then I end up getting kicked from match making and have to wait. It's annoying and I don't understand why it's a thing.

So people are more inclined to pick a champ and then go afk and wait for the timer to run out causing champ select to take longer.
