It's passive in particular. Having 1 spell shield that can literally be procced by 1 of ahri's fox fires is not useful. The passive is almost useless in teamfights. Abyssal Scepter was a much better item, it gave HP stats, AP, and more MR.

You should really only take it on long range poke champions, to basicly double the time before you get lux combo'd, blitz grabbed, etc. At large distance you should be perfectly able to dodge most spells, so in those cases it usually blocks a large impact spell.

vs ahri, reduces her ult dmg an fox fire, although yes banshees pass shouldn't go back to 40 just because you get hit, it should be 30 seconds and get reduced cd when hit an not active. although not having foxfire count toward its spell shield would also work for what you want.

Spirit visage also gives HP and cooldown while buffing any healing effects you have, therefore you can tank more damage with that than what banshee's can do.
Abyssal mask is my goto mr item as a short range mage since banshee's passive is useless on them.
