I'm not calling him OP but holy shit this is horrible design. If I step up to the wave he just clicks all his abilities and runs away leving me no time to react. Than he does this over and over again. How is this playstyle okay? I can't even step up to the wave.
Wukong is actually a vastaya, more specifically one from the Shimon tribe. Afaik "cancer" isn't a species of vastaya, but I may be wrong on that one. About his gameplay, his E is farily annoying.
Learn how play this game... and above all use your brain.

He takes a minute to run out of mana too. He can be oppressive without worrying.
