Couldn't Brand Bard and maybe some others perma stun you? I'd take perma snare over perma stun any day. Also almost every one is broken in URF, even Fiddlesticks can never ending Silence -> Fear you.

There are a few outliers (Morgana and Thresh to my knowledge) who, without tenacity builds which aren't all that common, can land control back to back off cooldown.

If you're not using Resolve branch of mastery with 5/5 Swiftness, rushing item 3111, and buying elixir of iron, I'd say you're doing something wrong - unless you won't be anywhere near your opponent for their cc to land.
