His blind just counters your entire kit and he'll poke you down before you can even get enough farm/items to actually fight him.

ambush him with the stun, and finish him before he can get his blind off, or go in when he's OOM.

Yes.

Teemo's lane strategy is all about poke. Chipping away at opponents, limiting trades to 1 hit. Your basic hit and run strategies. 1 shot of his poisonous auto-attack is the most optimal way to utilize his poison, as the damage-over-time aspect doesn't stack in multiple hits. The duration is simply re-set. In a greater sense, Teemo is all about out-smarting and out-maneuvering otherwise tougher opponents, playing very deeply into the general stealth fantasies or David and Goliath tactics. It's about being "cute", and incredibly irritating.

What Teemo isn't is a ham-fest champion. His short-term burst is very weak (basically just Blind), and his AA steroid drops rapidly in power if he's forced to use multiple auto-attacks in a row. Which means Teemo's ultimate counter is going ham. Leaping on his face and never relenting until he's dead. Every time damage is traded, you sit on his face and make him seriously regret doing so. You don't play footsies with teemo, you don't exchange love taps. You grow some industrial strength chest hair and steamroll him by going full man-mode.

My god, the number of times I had to lane vs. a Teemo on Vayne's release month as Vayne. All yolo queue adventures, but like - 80% of the time it was vs. Teemo. Probably over 50 games total, it was awful. And going pure ham against Teemo when he trades actually lets no-items Vayne beat him.

Same deal with Fiora. Can Teemo kill 100% of her damage with blind? Pretty much. But Fiora can still kill him. Don't let him poke you, wait until he gets a little desperate to trade damage and step out of position, then BAM! Unload everything. Stick with him while blind is active and try focusing on hitting him with ability damage or on-hit effects during that duration, disabling his passive mobility. If he blows a summoner spell don't get to crazy and just wait until you can rinse and repeat, exploiting his lack of a summoners. Bonus points if you manage to position yourself so he has to poke with blind rather than auto-attacks, and you just leap on his face when Blind's duration expires.

Unlike Pantheon and Fiora (and blinds) I'm pretty sure Jax's counter-strike actually does stop on-hit damage like Toxic Shot, so it's probably in your best interest to use counter-strike more for the defense than immediate stun as Jax.

I'm guessing you'd probably want to rank Empower up first as well, as it's low cooldown is more well-suited to riding Teemo down the lane, where Leap Strike is a little more for hit-and-run styles. Blind pretty much only effects base and bonus AD as well, only exceptions are a few abilities like Fiora's Riposte and Ezreal's Mystic Shot that actually apply life-steal, so the magic spell-vamp synergistic damage of Empowered should be able to hit Teemo through blind. You don't get the auto-attack delivering it, but better than nothing.

From then it's all about positioning.

Teemo wins if he's allowed to get free shots off and whittle you down. You win if you can jump on his face and didn't get whittled.
