Serious question : Righteous glory

Can you build righteous glory on manaless champs that lack a strong engage ? would it be stat efficient .

not that i play rumble but can you build it on rumble to close the gap ? how about aatrox , or mordekaiser. just a question. i only want it for the passive but no other manaless items offer what it has
