Vlad is the most Balanced champion in damage in the game, and that's an issue.

In a game where people are one hitting each other, doing 1500 damage with attack, kitting you into dust, Vlad doing 200-400 max with his proper build is not okay. You can't survive on his kit no matter how hard you try. You will never 1v5 even when fed. You will never do damage of significance, and right now in a broken damage meta, he really can't be dealing 200-400 damage. I mean Ryze is doing 1500 damage and teemo too with their q's vlad can't and needs to be able to if he ever wants to be a mainstream champion. Ignoring his bugs and much needed fixes, he needs to be viable and not as a partial tank who can't ever finish the kill.
