Wheres the outcry for Azir, Leblanc, Jhin, Kindred, Poppy, Ryze, Viktor. One could argue this group is in considerably worse shape.

Those players actually need to post their complaints. If they aren't complaining then either there arent enough of them to even complain or they are content with where they are.
Because they are not in the same situation. Riot is currently working on Azir and Leblanc, have just worked on Kindred, Poppy only needs slight buffs but otherwise she is fine, Riot is reworking Ryze again (lul) and whats wrong with Viktor?
Viktor needs to be looked at. He's in a bad spot and even his mains are leaving him. He was reliant on the 40% slow to reliably land both parts of his E, and keep people in his chaos storm. He's also a bit of a kitting mage needing to keep relatively closer to the front line to deal consist damage compared to other carries like Orianna but without the innate tankiness of battle mages like Swain, Vladimir and Ryze . Rylais HP nerfs meant he gets blown up easier as well. He is dependent on kitting as I said previously and speed boost for chaos storm. Ghost got nerfed and hurt both of these aspects of his gameplay. Dorans nerf also means that Viktor, who can usually be bullied out of lane before he gets his first hexcore , is going to be low on mana, making a bad alternative buy even worse now. His winrate has dropped steadily since pre season and currently it's mostly mains who play him.
