Kayn Shadow Assassin Ult Feels Underwhelming

His ultimate is underwhelming to say the least, damage wise. I do not understand why Rek'sai can have % target’s missing health on his ultimate, but the assassin form of Kayn has no form of missing health to finish them off. I think this would be more rewarding and satisfying to the ultimate for his ult in shadow form.
