I'm just asking, not really saying it needs to happen or anything but I don't see a disadvantage coming if it does happen, it would just make bot lane harder to gank since they wouldn't be down levels
the reason bot has to get less xp is because they are sharing a lane and sharing xp. If the xp didnt reduce when you were sharing it the meta would evolve to 3 mid 1 top 1 bot just to get turrets early. If it only didn't reduce when there was 2 people junglers would be pushed out as currently they sit between solo and duo lane xp, able to get to solo levels if they get ahead, drop to duo levels if they fall behind.
Because theres 2 people sharing the xp, but neither the adc or the support are particularly level reliant (the former being gold reliant and the latter being chosen for the utility inherent in their kits).
If xp sharing wasn't a thing, duo lane mages would be somewhat more common than they already are (as they're often more level focused), and also there might be some weird strategies with 2+ people in the same lane to power down first tower.
