Should lethality start at 50% and scale from there?
Everyone said it was worthless at 40% and overpowered at 60%, so shouldn't it just be the number inbetween and see if it's balanced then?

Just because a lot of people say it's overpowered (or underpowered) it does not mean they are right.
tis the consensus everyone seems to agree on .
It would not surprise me if they fiddle with the tuning and end up with something like that, although I expect they might look deeper for other ways to try to sort out lethality/armour pen that isn't just a numerical balancing act.
It wasn't worthless at 40%, a lot of people were just undervaluing it. It should just be reverted back to 40%.
