Black Cleaver PBE changes effects?

I wanna ask how do you think the black cleaver changes/slight nerfs for fighter champs that like to rush the item first. The changes seem like they'll put said champs really weak against tanks and really weak against other duelists who don't rush TBC first item. I'm talking about champs like Riven she'll have very sub par damage with cleaver, and champs such as fiora when needed against a heavy tank rush TBC instead of ravenous, even some other champs, but specifically these fighter style champs that struggle in top lane anyway. @Riot how do you feel these changes affect these champs?
