Electrocute is too good on Zed

Am i the only one who thinks its pretty broken he can proc electrocute so easily? Its so reliable as a poke tool, he can outtrade anyone in the early game. No items and 1 weq combo + electrocute and he takes 50-60% of enemies health. It gets even worse when he gets his 1100 gold serated dirk. I know his winrates are meh, but laning against him is rather unfun if you are an immobile caster.

How about some early level nerfs on his abilities?
