What if hitting towers didnt put you in combat?
Would this be a good change or would it lead to really overpowered stuff?

turrets are always shooting something though. Wards never attack anything. Turrets are actually fighting back. What next? hitting a champion that isn't attacking you should be counted as "not being in combat"?

a change for the sake of change... no! sorry but no. The idea makes zero sense, and there is nothing of value being gained except that now you aren't in combat. Which would just be annoying and make things like 
be completely busted
