Dude is 100% uninteractive in lane. I know this sounds harsh, but you need to make his Q not proc klepto this is the core issue of his cancer.

Sure, if you actually give him ways to interact with his laner and fight.

Gangplank lacks actual trading in lane since he can't really commit all that well to fights so if you give him the tools to duke it out with the enemy and be rewarded for it you can nerf his gold hoarding shenanigans.

Well they couldn't. Klepto works like Sheen and because his Q is both an auto attack and an ability, it will proc it.
