Playful/Trickster Cooldown

Fizz's E, quite frankly... it needs a change to cooldown, in my opinion. It's supposed to be this invaluable, play-making skill that a skilled Fizz player will make the most of through timing and prediction.

In my latest match a Fizz was using for freaking waveclear. Why? Because at max rank Fizz's E has a cooldown of 8 seconds (ref). This ability, which makes him untargetable, has a shorter max-rank cooldown than the likes of Kha'Zix's leap (12 sec), and a shorter cooldown at all ranks in comparison to Zed's Living Shadow (18 to 14 sec, compared to 16 to 8 sec), which I might remind you is getting a nerf to its cooldowns (ref). Why? Because it doesn't feel like there are long enough periods in which opponents can retaliate after Zed's used his Living Shadow. That Zed doesn't have long enough periods of vulnerability when he chooses to use Living Shadow to poke his enemies, and thus can't use it for escape. If a Fizz can feel safe squandering an even more versatile, directly damaging ability to _clear minions _, then I might be crazy, but something is wrong.

Yes, I am aware Fizz doesn't have poke, his waveclear is lackluster, and that his early game leaves quite a bit to be desired. He's rewarded for this with some of the most exceptional mobility in the game, untargetability without sacrificing an ultimate or item, an ultimate that magnifies his already significant burst, and one of two abilities in the game that procs both on-hit and on-spell effects. Fizz, just like all champions in the game, should have high points and low points. Fizz's low points are intended to be when he's used up his ultimate and/or his E, rendering his burst and/or mobility crippled and the Tidal Trickster vulnerable. But we all know Fizz doesn't need his ult to eviscerate a squishy (and trying to make him need the ult resulted in the tank Fizz abomination), and currently Fizz can render him untargetable every 8 seconds- just over 4 seconds if he builds max CDR. Even at less than a full second of CDR, combined with his high burst this can make Fizz very frustrating to fight, because he has very few actual low points unless he's behind and underfed.

It's not that I hate Fizz or anything. I own both Void and Tundra Fizz, and while I haven't really played him recently, he is/was one of my favorite assassins. I'm just saying I don't think Fizz has genuinely significant low points, where he's actually vulnerable and enemies can take advantage of that. Especially since more often than not a half-decent Fizz will reliably delete at least one target before either escaping or his team cleans up. And all of this is disregarding the fact that Fizz's E does some decent damage and used right, has a pretty powerful slow on it. I just think Fizz should have longer periods of vulnerability that have to be played around. Heck, if necessary Fizz could have his high-points made more significant in exchange- or maybe he could get an actual passive.

TL;DR: Fizz's E needs a longer cooldown that enemies can use and Fizz players have to take into account. Give him compensation buffs if necessary. No Fizz hate here, just the musings of a player.

There's not really a compensation buff to give him. His damage is tied into his E. It's an offensive and defensive ability at the same time: nerfing it for defensive purposes also nerfs his offensive ability too. His E is really the only thing he has to outplay people.

Well while his E does have the highest flat base damage and AP ratio barring his ultimate, I wouldn't say his damage is tied into it. When you think Fizz using E, it's either as a gapcloser or an escape; rarely do people think of it for the damage component.

But with this in mind, his E is arguably even more problematic. Every 8 (or even 4) seconds he has a non-ultimate skill that allows him to become untargetable and does some significant damage on its own. While I get making Playful/Trickster rewarding, it also has to have consequences to misusing or squandering it. When a Fizz feels like they can use it safely for waveclear without having built any CDR and then still have it up for a skirmish, there's a problem. Fizz isn't supposed to have waveclear, and untargetability is typically tied to either an ultimate or an item, all with significant cooldowns.
