Pretty much if I'm ever a victim of this autofill plague and get put into support, I'm playing my AD champions since I don't play support and don't care. When this happens, I'm 100% in the right to share CS with my other laner regardless of whether they like it or not because I need freakin items so I can carry. I hate when they cry and moan to stop but I have a point.

Back in my day, supports didn't whine and cry, and this was before role picking was a thing, hell even before teambuilder. You called your role last or was last pick? You got support and didn't whine. Over the hundreds of games I played during this time the amount of whiners I met was minuscule compared to today. So many entitled kids I swear.
But enough flashbacks to season 3. Riot added the support items to help the support with their gold income. If you aren't earning enough gold with those items already then you are not doing what you can to increase that income.
Get yourself a rune page. Standard support runes with gold income quints. Buy a support item at the start and finish it as soon as possible. Grab Bandit in the cunning tree as well. If you want you can trade in your default seals for more gold income runes because why not?
With smart usage of your support item, you should be close to equal the adc in gold income. Now, I said close to equal. Not actually equal, unless you get 
then you are even closer.

You've always been allowed to do so it's just better for the person who does damage and can take towers with said damage to get gold first. Nobody actually has a right to report you for csing as the "support" though
