For the record I agree with increasing the cd on his ult and I agree with Riots explanation for it as it did become a little spam friendly. But it seems a bit harsh. Shouldn't he receive compensation buffs?

The increased CD rate on his Q was the compensation buff.

40 seconds may seem harsh but take into account his Q, which at max level with 45% CDR has the potential to lower the cooldown by 1.5 second, every half second meaning the cooldown on his ult could go down 4 seconds per second, giving him the potential for a 20 second cooldown on his ult, even shorter than lux. 40 seconds seems like a lot but with his Q that is a potential 10 seconds, meaning his ult can go down to a 30 second cooldown minimum.
