Why does Yasuo have two passives?

From what I've heard, the reason he has the double crit chance lower crit damage passive is to make up for his garbage base stats...

So why is it even there? It doesn't make sense thematically. Why not just remove it, perhaps replace it with something like "critical strikes generate flow" if you want to, and then raise his base stats? No more ridiculous power spikes from two items, a more unified kit thematically, fewer paragraph long ability descriptions.

So we have an excuse to rework older champions from the ground up since they can't compete with the power creep without being completely OP?

And he has garbage base stats because he's intended to be a melee hypercarry. Not because of the crit passive. The crit passive just pushes this further and leads to him having a weaker kit/variability.

why poppy have a dmg reduction passive? those are just passives

why can some champs just revive without using any spell? just having it as a passive skill?

Personally I think Yasuo's flow should be available on an ability though not sure which.

Wind Wall. He shouldn't be so safe at level one due to a free shield on top of a nearly guaranteed 2 autos with his e. It becomes worse at level two with E Q. Delaying his safety until level 3 or 4, when he takes his safety spell, would definitely be a positive direction for his laning pattern.

But doesn't that leave his defensive options in a dumpster position until he get's it all at once and becomes oppressive? That can't be any more healthy then he is currently

How is delaying his current potential oppression less healthy? If required, he can always take W early.

I'd rather him have a spike at 3/4 instead of 1, 2, 3, and 4 and then him being garbage if he doesn't pull an advantage at 6. It'd be much more fair for both sides.

This also could create a hook for maxing W before level 14, especially if they took away his crit passive.

He doesn't have his crit passive because of his base stats, it's because he's an adc. He mostly relies on his auto attack to deals damage. All of those champs have steroids of their own. Vayne silverbolt/ult, Cait headshot, Twitch as boost/true damage/ult, Trynd crit and bonus ad, Yi true damage and double strike. The list goes on. As for the shield, all melee damage champion have defensive option. For Yasuo, it's his wind wall and shield. Other melee champions have good abilities too. Look at Jax, Tryndamere, Fizz, Fiora, etc.. Range is a huge defense. You can think Yasuo is too strong, but stating that he has 2 passive is pointless. That's the way he is and how he is balanced around. If you have problem with him, I suggest learning to play him. It helps a lot to understand their limitation and how to counter them. If you still want to complain about him, you should focus on in game situation where you think it's unbalanced.

an ability which is an additional basic attack IS an auto damage steroid, especially when it's cdr and cast time scale with attack speed. I do think that yasuo is too strong. I think that part of it is because he hits 100% crit with two items, and as many have said his other stats are constantly adjusted due to his double crit passive, it just seems like it causes problems more than adds value.

I've spent some time trying to pick up Yasuo. What I learned confirmed my experience playing against Yasuo: avoid his mobility spam in the creep wave even if you get zoned off creeps, and pick from a small pool of champs if you can. That's pretty shitty counterplay. The agency is all on Yasuo. I dislike that and I think a lot of other people do too.

If you want a specific in game situation where I think his passive is unbalanced: once he gets two items that give him 100% crit. Tada.
