Does the meta not effect low elo?
Games still regularly go 40+ minutes and people take actual marksmen bot still. Is low elo just generally unaffected by anything Riot does?

Depends on how low-elo you're talking. I play in admittedly low silver, and marksmen bot get stomped on unless they're MF or Kog'Maw or Kalista, and AD mids are everywhere. Very low bronze could be different.
The meta definitely effects who people will pick when they queue up. If they see Talon and Zed in the top 3 for mid, who do you think they're going to pick? Its not an accident that these champs have higher win rates. Even a 'low elo' player can mash the buttons approximately in the correct order at the right time when the champ itself is forgiving enough.
It doesn't, not the meta you are referring to. People don't play that meta, so play against playing meta and the effects of that play in that meta naturally will not have an effect.

Better illustrated with a general example. Let's say players are cheesing and gaining an advantage using jungle camps and this tactic becomes popular. Riot changes exp or spawn times to stop it. It doesn't really make a difference in low elo because they all weren't doing it anyway.
