@Riot: Don't nerf Annie, Ahri or Xerath. Buff the underpowered mages instead!
Annie, Ahri and Xerath right now are in really high-tier positions as mages because they weren't severely hammered by the mana regeneration changes at the beginning of Season 5 (in Ahri's case, her rework after DFG's removal compensated). But when you look at Lux, Ziggs, Brand, etc., they all seem quite bad because their early-to-mid game are plagued by continuous "OOM" moments. Yes, Chalice had to be nerfed because it was OP, but did it have to be nerfed without compensating the mages who got destroyed by said nerf?
I cannot remember the last time someone picked Lux or Ziggs in an LCS game. Nowadays, it's either Ahri, Leblanc, Orianna, Xerath, Annie, Lissandra, Katarina, or Zed. No Lux, no Ziggs, no Syndra, no Karthus, no Brand, etc. And no, it's not about mobility, as Xerath and Annie are just fine with being slow. It's about the underpowered mages having too many downsides for not enough upsides. Chiefly, why should Lux be having such frequent mana burnouts from just her E? Even if you use it sparingly, 100 mana per level 3 E HURTS, and 130 mana per level 5 E is BRUTAL. Then you look at Ziggs' Q and you're left wondering how he can even harass anymore at any stage of a game. The list goes on.
Hell, I even tried to pick Lux recently in draft, and what does one of my teammates do? "You pick Lux and I'll feed, you noob! Pick Ahri!" Wow, I thought the game was supposed to be BALANCED, not catered to sexy fox girls.
Nerfing those powerful mages won't do anything, though. Their balance is okay. The problem is that the underpowered mages aren't strong enough for Season 5 right now, and need some TLC. A mana cost adjustment here, maybe 10 extra base damage there, etc. That'd do the trick.
Please, Riot?
