isn't Pantheon too frustrating to deal with?

Single target spell that harasses from range. Even when you are under turret he throws spear and walks away without taking turret shot. Also how is when someone throws a spear at you you physically in reality cannot dodge it? He literally throws homing missiles If you get close he stuns you and possibly kills you. His shield is up way too often not to mention that his W refreshes it

On other side i don't understand why his E deals less damage to minions and monsters which is cannot understand at all
